我觉得是前者,符合特殊疑问句的构成,也就是本句中的why特殊疑问词加上一个一般疑问句够成（备注：一般疑问句系词is要放在主语nobody的前面）,后者why后面的是一个陈述句,不符合特殊疑问句的构成.
应该是why is nobody here?还是why nobody is here?
