Well, I agree with this statement to a rather little extent, the reasons are shown as following.
First of all, dating does not mean obsessive love, it definite boosts a teenager to be more social and extroverted. A 21-year-old person cannot be merely a kid. Before he gets involved into the complicated society, he needs development in advance. Then, dating is a great chance for them.
In the second aspect, if a teenager fail to date or even has never attempted to date, he will probably face spouse crisis, which means he will confront difficulties in finding the actual partner in future. Through dating with each other, he can manage to learn how to treat a person, physically and mentally.
Therefore, it is quite integral for a teenager to date since he or she is under 21. The statement seems to contradict to my personal perspective.
