不一定,看你的动词.如果你是在纸上写字的话,由于基本动宾短语是write on paper,所以改过来之后会像你说的那样.
如果基本动宾短语是 tear the paper,那么按照你的句型就是 he has no paper to tear .所以并不是一定要加介词,而是在这动宾短语形式下要加.
