declare 表示郑重宣布,有固定搭配,declare sth open 宣布……开始/召开
和 declare sth closed 宣布……闭幕/结束
此处就是第二种固定搭配,declare后,直接加形容词,closed是close的过去分词,在语法上相当于形容词.一般不用 declare to do sth 的结构.
