完全可以.如：There is one book on the desk.对 one提问就用how many books are there on the desk?如果用问句是How many books are there in the desk?答：there is one.
how many 提问时,无论数量是多少,一律用复数are.但回答时则根据具体数量,如果超过1,则用are ,如果是1个,则用is.
