that 引导的是主语从句,这句可写成：that you replan your time on a weekly basis so that you can make certain changes when necessary is important.但该从句太长所以用it形式主语引导.
一般来说,主语从句的that是不能省的,但以that为关联词的从句如果位于句末,在非正式文体中可以省,如：
It is quite evident (that) rain will fall today
