可按两种方式表述
主动式：
This lift(elevator) could hold/accommodate(任选) 9 passengers(乘员、乘客).
This lift(elevator) could carry with 9 passengers.
被动式：This lift may be loaded with 9 passengers.
题外：即使要用allow,This lift can allow nine person take.也应表示为This lift can allow nine person to take.有固定搭配：allow sb to do sth.
