C/D意思显然不符合.
A:It's no need to do……,没这种表达,如果想用it,那应该是It is not necessary to do…….
B:There is no need to do.,做XX是没有必要的,没有必要去做……所以强调的是“有/没有”必要,当然There is 最合适啦.
补充：
It is +n虽然语法上行得通,但这里意思不对.It is +n的时候,it就是n这个东西.比如It's a dog.但你能说后面“这件事”就是“不必要”吗?只能说“没有”必要用there is,或者说“是不必要的”it's not neccessary.
