这句话确实就是“我没意见”的意思.至于的“双重否定”严格来说是不合语法要求的,但一些教育程度不高的人会这样用（我是说native speaker里面教育程度较低的人）,所以这样的说法是ungrammatical but conventional（不合语法但是常见）.
