too 是副词,所以不可以直接接名词词组 an important matter

但如果把形容词和不定冠词的位置换一下就OK

其结构为：

too + 形容词+ 不定冠词(an,a) + 名词、

类似的还有：

so + 形容词+ 不定冠词(an,a) + 名词

This is so interesting a book.
