raise 提高的是amount,number or level
increase 提高的是amount,number or degree
rate[如果我把它理解为比率的话]这个东西很难说是被具体的谁给提高的.
我感觉应该用increase
The rate had been increased.
如果换成raise这句话就变得好奇怪……
形容rate用increase还是raise?
