to tell you the truth 一般作为一个独立成分用于句子之中,形式是固定的
to go to the zoo 的形式是不固定的,可以作主语,宾语,表语,定语等,如：
He wants to go to the zoo.
但如果出现在只能接v-ing 作宾语的动词后面就得改为going to the zoo,如：
He suggested (建议） going to the zoo.
