人作主语,意为“某人肯定 .”,既可以用sure又可以用certain.但如果主语是it（即it做形式主语）,则此处不能使用sure,只能用certain.

--It is not certain whether he will come.= Whether he will come is not certain.
总结：sure指的是人主观性的、直觉性的推断.certain就没这个意思.
