I'd say it says something about being humble or/and self-loathing, just uneducated guess...You made me try to remember where did I learned the expression...I think I read it as a child in one of the Alexandre Dumas chronicles ("La Dame de Monsoreau"?) and it just sticked to me..."like a wet tongue sticks to the dry ice"...
