In my opinion,this quote means that the function of a civil society is to protect those who cannot protect themselves.The poor should be protected by society because they are vulnerable.However,many times society does not function well for the most vulnerable,and as a consequence it does not function well for anyone.
Moreover,it can't protect the rich from the poor.Eventually the townsfolk gather with pitchforks and torches to reclaim what equally belongs to us all.The time is nearing.Their money and power will be rendered useless.Long live Love.Down with greed and fear.Destroy all which is evil so that which is good may flourish...
