第一个问题：前后都是现在的时态,而且at the moment指的是“此时”,主语又是they,动词cover当然就用现在时态,也就是动词原形.第二个问题不知道你问的是什么意思,从来没听说过在人称代词（这里就是them）前面还可以加定冠词the的,自己多想想,多看看,就明白了.
