It is +一段时间+since+一般过去时.这个句型表示距离过去的某个动作发生已经多长时间了.（在这期间没有发生过这个动作）
it is ten years since he smoked 这句话的意思是他戒烟已经10年了.
如果用it is +that的强调句,是解释不出来戒烟的意思的,而smoke作为一个短动词,和时间段连用是解释不通的~
